I converted my Music CD's to MP3's this made everything smaller with same quality.
Is there another format to make the MP3's smaller with the same quality of play back?
The main determinant of size is the bitrate, not the format. Bitrate is also what determines the quality. Your mp3's definitely aren't the same quality as songs played from a CD. To get CD quality, you'd need to rip them as Flac's, which will be much larger than mp3's (and will usually have a bitrate ranging from 800 to 1200, compared to mp3's 128-320).
The best-sounding lossy format is aac (when all are at the same bitrate). Mp3 is second. There's no reason to ever use wma. For low bitrates, don't use ogg, it's bad pound-for-pound, it's only good because it allows for much higher bitrates. Compressing ogg to a low bitrate would defeat the purpose of using ogg.
If you're using aac or mp3, you should use variable bit rate. If you do use a constant bitrate, you should use a minimum of 192 for good-quality sound. If you don't notice the difference between CD and 128mp3, you probably have bad headphones. At 192 the difference is less noticeable.
Also, never convert from one compressed format to another directly. If you wanna convert from mp3 to aac, first convert the mp3 to flac, then the flac to aac. Otherwise, quality will be lost. Also, converting a lower bitrate to a higher bitrate will NOT increase the quality, only the file size. If you want a higher bitrate, you have to get it directly from the cd or by converting a flac. Use dbpoweramp to convert files (or i believe foobar2000 also has a converter).
